Mark Manley could pose as poster boy for hard-working restaurateurs everywhere. As chef-proprietor of Union Bay Cafe, he's spent the past 15 years busting moves in the kitchen at this neighborhood dinner house, first at his original sweet-and-funky little storefront digs and, since 1996, in comfortably elegant "new" headquarters a few doors north. His daily-changing menu features eclectic riffs on fresh seafood, pasta, free-range poultry and game and is short, interesting and modestly priced. Phred Westfall manages the dining room and curates a lengthy-yet-accessible wine list with many by-the-glass options and scores of intriguing selections priced at $25 or less.
